I have found the system behavior is not consistent for Managers when it comes to following the below navigation: 

1. Go to My Team .> Learning > My Team

2. Click on the direct report

3. Find the course assignment and click on View Enrollment Details

4. Actions > View Learning Item Details

5. Actions and Find Offering

6. Click on the offering that is displayed

7. Click on Actions and Assign Learning to My Team


When reaching step 5, the 'Find Offering' option is not always available.
