Can we apply a non-eligible absence through OTL Time card?

Steps - Integration setup between Absence and OTL -> Staff not eligible in Absence plan for plan like - Bereavement Leave US. -> Can this employee open Time card and apply leave through OTL and not via Absence? How does the system behave?
