Learning specialist is not able to see Offering content LOV

We have a user who has the delivered "Learning Specialist" role assigned. The role has data security policies assigned.

But while creating an activity under offering the "Offering Content" LOV is blank and not retrieving any data:

The same is visible with my admin ID which has so many other roles along with Learning specialist.
Can you please let me which privilege or role secures that.
