Reference Price and Min Price for item in the Sales Order

Summary:

I have a business case where I need to default a price (Reference Price) in the sales order line item and allow the user to manually change/decrease the price until reaching a specific minimum price. If the discount given exceeds the minimum price, it should trigger an approval of the sales order. any idea how to implement it?
