How do I create a large batch of non-federated users in Oracle Cloud Fusion?

Summary:

I have a request to create over 600 generic accounts for training and I'm wondering if it's possible to do this with a mass upload

Content (please ensure you mask any confidential information):

These accounts would be for users that log in locally with a generic email and password, i.e. trainer1@****.com, trainer2@****.com, etc. Is there a way to load over 600 of these into an instance with created passwords? The emails are not usable obviously so the user can't reset password themselves. I'm able to do it in OCI, but we need to do it in our Fusion ERP instances. We also tried using the worker file, but that doesn't allow us to load passwords in.
