How to get the offer details of an applicant using REST API

We are trying to get the offer information (including offer in any statuses) of an applicant using the recruitingJobOffers REST API but it is not returning the offer details.  We followed the steps mentioned in the oracle document - 2886661.1 still it returns no offer details. 

Also to get the offer details we notice 3 APIs

Could you provide more details on when to use which APIs ?
