URL is navigating to the wrong page (home page) while creating the App for a dedicated URL

As per our business ask we have to provide access only for Career Site Configurations" from Setup and Maintenance" but there is no dedicated PRIV exists so the role wise its not happening as it provides access to additional setups under recruiting,

Then we tried through the Deep link of this page

But It is routed to the Oracle Home Page

it's not working from any side, please answer if anyone has faced this .
