Need Help in associating existing employees to existing users.

We have employee person records and users already available in Oracle and we are now running below programs to sync the users with employee records:

1) Send Pending LDAP Requests
2) Retrieve Latest LDAP Changes

But after the above programs completed successfully, still Oracle has not assigned users with employees.

Also we are creating users using Myaccess SSO feature and not through HCM and therefore we have turned of user creation and other options in user and roles section in My Enterprise HCM Task.
