Seniority date calculating 1day for an effective sequence record that is not the latest Top of stack

For a union related seniority date. If an employee has 2 records on a same effective date and if Union A for 1 of 2 (Hire) record and Union B is for 2 of 2 record (update from position Synch). When we calculate the seniority, then, we are not expecting seniority LOS for Union A. But we see that Union A has 1 day LOS calculated.


Is this standard or a bug? We expect the latest Top of stack record of an effective date should be considered as seniority days calculation
