Notification while generating letter

Employees are not receiving any notification when the letters are generated from Document Records

Content (please ensure you mask any confidential information):

We have created lots of custom letters from document of records using the Doc ID 2650165.1. Most of these letters are generated by HR, so we have not enabled approval for those document types. Due to this employees are not getting any notification when HR generates the letters. How can this be handled, so that approval is not required but still Employees receive the notification?
