Visual Builder is not available in all non-Prod environments

Summary:Visual Builder is not available in all non-Prod environments but as per Oracle documentation, once the client is on the new Oracle Cloud Console, client will have a VB Studio instance attached to every non-prod instance.

We checked the TEST and DEV environment configuration in new Oracle Cloud Console but could not find VBS under DEV1 pod.
