user mangment Audit/monitoring- Fusion appliation

Summary:

we are going to create users for service desk team to create user and role access etc.

we need to enable audit or alert when these SD users do the following activities.

1. drop any user

2. should not assign role to their self.

3. add any role to other users

4. assign BU/data access to any other user.
