Free Tier account not getting created

Summary: I signed up for the OCI Free Tier. I went through all the screens and got the final one, saying the account would be created within 15 minutes. This was >16h ago.

I did not get a confirmation email. Regardless, I went to the cloud sign in screen and tried the tenancy / account name I chose, tried my e-mail address, and tried "forgor my account name" as well. Nothing worked
