How to change the 'Incomplete' status of created requisition using REST API to 'Pending approval'?

I created a purchase requisition using Rest API. When created, the record has an incomplete status. I'm using the /fscmRestApi/resources/11.13.18.05/purchaseRequisitions/{purchaseRequisitionsUniqID}/action/submitRequisition endpoint to change the status but I'm getting the 415 415Unsupported Media Type return.
