Journal Entry Rule Set for Standard Cost Adjustment is not finding header Description Rules

Summary:

Have configured a Description Rule with Inventory Organization Code and Base Transaction Type Name for use at Journal Header.

In All JERS that we hit I can add this Description Rule to the Journal Entry Rule Set. Except for Standard Cost Adjustment. At line level I can see the rule (and others that I created). But header is not showing anything.

What is the reason for this?
