Newly added field in the Project Standard Cost Collection Flexfield, set as conditionally mandatory

I have 2 questions:

  1. How can we ensure that the newly added field (Example: Expense Location) in the Project Standard Cost Collection Flexfield is made mandatory similar to fields like Task and Expenditure types, Expenditure Organization which automatically become mandatory upon 'Project' selection?
  2. The newly added field is showing up in the 'General' tab of the Transaction number in 'Manage Project Costs'--> this is not downloadable report, how to bring the field to the summary page, just like remaining fields like Project, Task, Expenditure Type and Exp Organization.
