appointment rule set constraints

Summary:

we started to have a problem with appointment rule set constraints with 24A upgrade. We have location resources group set up with Allow Hazardous flag checked. Now we are not able to schedule appointments for Non Haz shipments into those dock doors... It used to work but it seems like it stopped working with 24A upgrade. Is there a change in these regards? and what is the workaround? do we need to set up separate location resource groups for Haz and Non Haz shipments? we have some constraints based on SCACs....
