show CCO line in manage revision without changing revision

CCO, used to make Item updates without changing revision, cannot be seen in open another revision pop-up nor in manage revisions pop-up

I have used CCO1 to update item attributes and also changed the revision of the item. Then I have used CCO2 to update item attributes but did not change the item revision. When I use the manage revisions menu or open another revision menu, only CCO1 appears in the list. CCO2 does not appear in the list. Is this the expected behavior? How can I enable CCO2 also to be displayed in the pop-ups?
