Delivery option to remove from Report Categories in HCM Extract

We used to update end date thru "Advance Edit" in case of testing the extract data. With the effect of 24A I understand this option is not available. Refereeing the oracle KM ((Doc ID 3002355.1) we want to make sure if we remove the delivery option from reporting (Screenshot Attached) how do we act below use cases?

Procedure (Use Case)

1. Perform a "Submit Flow" with baseline = "Yes", make sure SFTP is off (set an end date for the SFTP under Extract Definitions-->Deliver) when this is run. Then populate a Start Date and an Effective Date, for example, the go live date is 01/04/2021, use a Start date = 1/3/2021 and Effective date = 1/4/2021.
