Ship Confirm with Zero quantity is not triggering Actual Shipment integration with OTM

Hi Team,

We are trying to do complete backorder so to avoid offline communication we are trying to ship confirm with zero quantity but we are not seeing Actual Shipment integration getting trigger which can pass data to OTM. Can you let us know if this even supported by OOB integration and also let us know if there is any way we can achieve this if not supported by seeded OTM integration.
