Granular Personalization - how to make some fields read-only for employees?

Summary: In the Family and Emergency Contacts Ui we need to make some fields RO for employees such as Name/DOB if the Relationship Type is Spouse/Child. This is required for some legislations only. Can you please advise how this can be achieved this is a really important requirement.

Context: HR need to validate some documentation and hence for dependents for employees in some countries the employee must raise a case via another tool and hence we need to ensure this is RO.
