remove global transfer option under actions in employment page

Summary:

We have a client requirement to disable/remove "Global Transfer" action in employment page.
When we go to Person Management -> Employment Page -> Edit -> Update -> Action , the "Global Transfer" value must be removed from the dropdown values.
We tried restricting this by end dating the global transfer action in Configure Actions task . However when doing it , it removes the global transfer action from both classic UI (Person Management task) and responsive UI (My Client Groups->Quick actions->Promote/Demote/Transfer task) . Our requirement is to remove this option only in Employment page.

We also tried to use page composer to hide the global transfer value from the actions list dropdown , but it doesn't allow us to customize the update employment window.
