Project forecast spread curve

Hello guys , I have two question regrading project forecast :

1- Can we somehow place the amounts without even adding a spread curve ? I know it sounds weird but our client has a forecast vision for each month . in a specific version . I know you would tell me to edit amounts so I will move to the next question .

2- why did Oracle such thing: When you refresh actual amounts, the ETC amounts for forecast versions that you added manually using the Manual entry method are lost.

In my case , suppose i added a forecast version with manual spread amounts. Then when I will import cost , I will need to refresh the actual amount, so all my updates are lost . then how am I suppose to update the amounts ?
