User versus power user access in fcc data form

I have a client who has a data form with a business rule attached to only run for a particular sub variable. The rule works fine for Admin users, power user but not for a User role. They have security on Entity and a custom 3 dimension which have been replicated across all roles. Only the user role has access to all the members in the dimension member that is set in the variable (weeks) - which is supposed to be read only, except for the one specified in the sub var - Week 1 for example but the User
