Can a worker historical conversion be done AFTER loading top of stack?

Summary: We have been trying to extract and convert historical worker information for several months, but continue to have problems with extracting the data in such a way that we can accurately load it into Oracle. We are thinking of going live with only the active ("top of stack") for each employee but then coming back later and then loading the historical data after we've figure out how to extract it correctly.

First, can this even be done from a technical perspective ? If so, what things do we need to keep in mind, need to do, and/or NOT do in order to be able to come back later and be able to successfully load historical data AFTER ONLY loading the current/active/top of stack row for each employee ?
