Will Oracle automatically turn on ESS and MSS Redwood UI for Customers with 25B? Will this in turn decommission ESS/MSS Responsive and Classic UI pages with 25B?

I understand Oracle has a goal to get all customers to ESS and MSS Redwood by 25B, but I want to know if Oracle is going to force us onto Redwood UI with 25B rather than us turning it on ourselves.
