HSDL Error what trying to Cancel Work Relationship for a Pending Worker

I'm trying to cancel the work relationship for a Pending Worker that's already been Converted To an Employee. I have reverse termed the Pending worker and if I were to go on-line and select Cancel Pending Worker & the Submit, the cancellation would occur. When I attempt to mimic this same transaction in HSDL I am given the following error, ' The person already has a work relationship of this type with this legal employer.
