Is it applicable to Start the last 3 shipment of any order release with approval

I need to Start the last 3 shipment of any order release with approval, So in my meaning of starting a shipment is to secure resource on shipment or to add a tracking event on the shipment like "Started", So the question here is to add a validation with approval for starting my last 3 shipment of any order release shipments created by planning.

For Example I am having Order release when I planned on it, the system gives me 10 shipments to be created and actually I accepts that, what I need now that when completing 7 shipments of those 10 shipments and remains 3 shipments to completely finish that order, someone gets an approval to start the last 3 shipments.
