Need to activate Inactive - Payroll Eligible Assignment

Summary:

Hi Everyone,
We have requirement of reactivating Inactive - Payroll Eligible Assignment

I've checked multiple discussions but its mentioned that cancel work relation ship and that will reactivate old assignment but that is not the requirement.
We would like to have new assignment as well as Inactive assignment as active and not primary.
Can you please let me know what needs to be done here.
