How do you make Personal Payment Method Read Only in Redwood?

I am looking for the security setting, or a way to edit the page that allows people View only access to PPM. Currently on the responsive pages we have to, with certain roles that inherit Administrative functions, hide the edit button with Page Composer, I don't see this as an option in Redwood/VB.

We are looking to roll out the new redwood experience to our users, but need to make sure we don't give edit access to certain Admin roles.
