Can you have two approval groups in the same stage for which one person in each group must approve

We have a requirement for procurement requisitions to have two approval groups in the Preapproval Header stage using participant First Responder wins using parallel routing for which one person in each group must approve. We also already have approval rules in the Header Stage and Header Postapproval Stages so cannot utilize other stages for this requirement. However, For rule 1 when one person in group 1 approves, it goes on to the next stage approvals without anyone in group 2 from rule 2 approving.
