Way for learning administrator to withdraw External Learning/Non Catalog entries

Summary:

Employees are adding an ELT (or non catalog learning item) when it's already been completed through the LMS. Is there a way for the Administrator to withdraw these duplicated entries? This is causing inflated hours of completed training.
