Can Power or View User run Schedule Job

"Export Project and Project Budget" job needs to be executed by non-admin user but only Admin user has an option "Schedule Jobs". Is there a way (apart from groovy to run Rest API) for a non admin users to run "Export Project and Project Budget" job?
