Cost Factors in procurement

Summary:

Currently Cost factors can be added to Negotiations and from there it can be applicable to either agreements or purchase order. In these scenarios, cost factors are coming as attachments on the lines but not showing anywhere on the UI.

1.) Is there a way to see the cost factors on the UI?

2) Want to understand why these cost factor costs are not getting added to the total amount.

3) Also, is there a way we can add these cost factors directly on either agreements or purchase orders without using negotiations?
