Run "Export Projects and Budget" job from Groovy

Summary:

Hi, The "Export Projects and Budget" job can only be executed by an administrator and I'd like to give an option to run the job for power user.

I've tried to run a Groovy business rule to run a Rest API call to launch "Export Projects and Budget" job.

When I run the groovy rule, I get the following error message.

Export Projects and Budgets Job failed - You cannot refresh database while a rule type job is running. Please wait for all active rules to complete then try again..
========================================================================

"Export Projects and Budget" job runs database refresh and it can't run database refresh because of the groovy rule is running.
