Assign catalog category using Item EFF context information

Summary:

We need to be able to create a change order based on a change of the purchasing category in the item.

This is not yet supported according to Idea 2d147018af.

As a workaround we have created an Item EFF, which should copy the EFF category value into the purchasing category field.

Based on a change in the Item EFF a change order should be possible to be created. See Idea 524642.

I need assistance to set up the item rule to have the value of the EFF set into the purchasing category.
