Future Date Hires and OIM

We are struggling with the creation of OIM users for future dated hires. Our business process is as follows:

  1. Employee Hired through the Direct Hire flow, usually 2 weeks before their start date
  2. User created using default email address/user name assigned by OIM
  3. Security team access user account and amend email address and user name
  4. Security team reset password to generate email to user's correct email address

Our issue at the moment is when we create a future dated hire, the OIM user account is not being created until the Hire date of the employee. This means that the up-front user management work cannot be done before the employee starts their employment, and our security team SLA is 48 hours to transact this, meaning our new hires can't access the system until 2-3 days after they start.
