Can't inactivate competed dev goal due to past P&D form being open

Summary:

I'm looking for advice to bring back to my company.

Situation: Employee has an in progress 2022 P&D form that is completely blank. They are now trying to inactivate completed dev goals but we know they can't with the form still in progress. They are under a different manager than they had in 2022 but the form transferred to the current manager now.

We are aware there is an idea already presented to fix this issue (We've already liked it). My team lead suggested I come to oracle community to see what other companies are doing as a place holder in situations like this. Do you transfer form to old manager (if still at company) to complete 2022 form now even though they haven't managed them in over a year? Do you have current manager complete the form even though it won't be accurate to performance in 2022? Do you cancel the form? Do you cancel and delete the form?
