Account Alias receipt errors out in pending txn if performed thorugh inventoryStagedTransactions

We are trying to perform account alias receipt through rest api it is erroring out with error "FLEX-VALUE DOES NOT EXIST {VALUESET}=Cost Center XXXX US {SEGMENT}=Cost Center {VALUE}=0000", if we disable account security it works fine but for same user it works fine with account security ON if we perform transaction through Oracle UI. Any input how we can make it work with api without disabling account security rules
