Spend/Move between projects but total amount should not exceed funding amount in Grants Management

Summary:

In Grants Management, there is an Award with funding amount of $100K and two projects under the Award

Current setups:
The Award-Project budget control level to Absolute and all other levels at Advisory,
create two budgets for Project A and Project B at $60K and $40K but it is still restricting the Project level expenditure.

If Budgetary control is set to Advisory at Award-Project level, the user can book expenses to Project A exceeding the funding amount of $100K however it doesn't allow to increase the budget amount by $100K or to move the funds to the other project unless the funding amount is increased.
