How to use Skills Advisor for Learning in order to generate skills on the Learning Outcomes tab?

Refer to chapter 3 of the user guide for all the details.
As a summary, the process is:
- Create a filtered list to define the target set of learning items to run through the skills advisor process.
- Create a skills advisor process using that filtered list, execute it, then click the link to download the skills suggestions in the Excel workbook (requires the Oracle desktop integration tools to be installed, like Edit activities in the spreadsheet).
- In the workbook set the curation status to Y for the suggestions the user wants to accept.
