Unassigning Skills in Skills Center

Summary:

The scenario is:
1. Manager assigns a skill to the employee with proficiency rating through Team Skills Center. (My Team > Team Skills Center)
2. After some time, the manager decides to unassign this skill, through Team Skills Center. In order for this to take effect, a process has to be ran which is 'Propagate Dynamic Skills to Workers'.
3. After a successful run, the skill is now not in required state (unassigned) but still exists in the employee's skills center. This also gives an option now to remove from the list.
4. The employee decided to remove the skill.

We expect the skills center of the employee to be okay but we noticed that after the process has re-ran, the same skill (the manager assigned skill in number 1) re-appeared in the employee's skills center.
