Multiechelon Replenishment Plan not honoring Rank3 source for Transfer from Sourcing Rule

Summary:

Multiechelon Replenishment Plan not honoring Rank3 source. No planned order getting created for Rank3 source.

We have three Rank for Transfer From Rank1, Rank2 and Rank3 with allocation % 100. ( All there are Transfer From SR)

Expected it has to check Rank1 on had first and create planned order if find on hand supply and then check Rank2 and finally Rank3 if it didn't find any on hand supply in Rank1 and Rank2 source.
