How to manage documents for administrative transparency ?

please, I ask if you have any experience or suggestions for implementation on HCM of administrative transparency capabilities.  Specifically, the functionality consists of 5 macro functionalities:

1) Make available a pool of templates (about 10) that the employee will have to download and fill out
2) Semi-automatic compilation of the templates with the employee's data and signature to generate the proper document using variables that retrieve data from the Database (e. g.: name, role, position, etc)
3) Uploading of the compliant files 
4) Approval of the documents to be published by flag or something similar by an authorized user 
5) Publication of the documents on external institutional public web sites
