Limit Delegation Proxies with Database Resource Condition not working

We have a requirement to limit proxies to only include direct reports or individuals who have been provisioned a custom line manager role for role and approval delegations. It’s my understanding that one way to limit proxies is to create a custom Database Resource Condition referenced by a custom Data Security Policy on the role which grants access to the delegation functionality. I’ve followed the Configure Access to List of Proxy Users in Role Delegation instructions provided by Oracle using a custom BSA_PER_LINE_MANAGER_AR role on my SecTest4 test account as closely as possible but we still see what looks like all users in the proxy drop down instead of the required direct reports or individuals who have been provisioned a custom line manager role.
