When creating an award, business units list of values

When creating an award, the business units list of values appears. The list of values includes the "Foundation" and "Consolidated" business units; however these two business units are configured to supports Grants Management. If the user selects and tries to create an award with one of these two business units, the user receives an error. Why are these two business unit appearing in the list of values when they are not configured to support Grants Management? Can these two business units be removed from the list of values?
