Discrepancy: Learning Item Recommendations based on Skill Rating Level

Hello,

I established a skill rating system for Dynamic skills and observed an issue: when an employee rates themselves at a certain level (e.g., beginner), and then clicks on the corresponding skill, the resources section only displays course recommendations for levels 2 and higher. It neglects to show courses categorized as level 1 resources, even if the employee hasn't received any endorsements or verifications for achieving level 1 status.

Is the system designed so that if an employee identifies themselves at a level 1, it only provides recommendations for levels beyond their self-identified proficiency?
