Unable to cancel Transfer order lines

Summary:

users not able to cancel an transfer order line , currently line status is Open status.

while trying to cancel the line getting below error.

The proposed change couldn't be submitted. The error message is recorded in the Interface Error Message attribute. (INV-2416513)
