How to define a absence approval based on leave status ?

Content (please ensure you mask any confidential information):

Notification should be sent to HR team, if any leave cancelled/withdrawn by Manager post the schedule date.

For example: If Employee applied leave on 15th Apr, 2024 and the leave status will be changed to Completed after 15th April.

Manager tries to withdraws the leave on 20th April, which is completed status, we need to triggered FYI to HR.
