NIR expired and the process is unable to complete

The default setting of NIR expiration date is 30 days but user has not complete the approval within deadline. The NIR is expired and unable to complete the NIR process. It is unable to restart the workflow by BPM nor transaction console.

  3. How to create new NIR with same item number
